Yes. Some people in Cheydinhal are jerks. Many of them in fact (for instance, you likely haven't met the smug Altmer who hosts fancy parties yet - I played through a number of characters before I ever even saw him).

If you haven't yet, go talk to Mach-Na at Mach-Na's books. She has some amusing insights about the town.

And there are some great people in Cheydinhal too. In fact, Dervera Romalen, at the Newlands Lodge, is one of my favorite characters in the game. She's not really notable in any way - she's just such a pleasant person. But yeah... there does seem to be a suprisingly high proportion of jerks there...
