I took over Kingsport lighthouse and wanted to use it for my home base, and I put a

lot of work to make it a settlement. It has 200+ defense, lots of power, water, beds,

food resources, everything. So I put up the recruitment beacon and turned it on and

only one settler comes in during the next few days, and I put her in charge of the

food/drink store. Now, several levels later, there is still only that one settler and no

one else. Has anyone else had issues with getting this particular settlement to be

populated?

If you have other settlements you can send those settlers to Kingsport.
