Is there a console command to instantly build raven rock?

Why do I need to put '50' at the end of journal entry quests in the console?

What does it mean to 'set as active file' in the CS? Is it so you can save the esp without naming a new one?

Sometimes when using the placeatme command for MCA npc's they will dissapear as soon as I close the console window, any reason for this? Other times they will remain.

I am using GCD and never like my speed to go over 50. Because of this I use the console to setspeed to 50 whenever my speed reaches above that. My stats window reads 50, but when I level up speed proper, the pop up window will give the value as if I'd never used the console. So its now into the 60's whenever it pops up (whilst stats window remains 50) Im wondering which is the true value?
