I went to that place(Bards Summit or something like that)and when i fell into the pool a ghost appeared and razed my Speechcraft.I also have received some free train in archery by Angi.Is there any other NPC that raises your skill for free without paying and without doing any quest?

thats why its called Bard's Leap.

I go there at least once with each new character
