My newest save will only let me offer 15 skill points per level up. Now, on my others, it lets me add more every level and I have taken the perk which does that in both saves. Does anyone know what is happening?

What's your Intelligence on your previous playthrough and on this one?
And do you have Educated?
What about the trait skilled?

we're lacking details here but it may be because youre at an odd numbered level

for Odd numbered intelligence scores you get X.5 skill points per level which the game saves the two halves and gives you one additional point every other level

for example, at I7 youll get 13 points one level, 14 the next.

Both 7 intelligence, educated but last save had me gaining more points per level, this one stays the same.

I7 is 13.5 skill points per level with +2 from Educated. You should be getting 15 on even levels and 16 on even levels (or vice versa)

what are you getting now every two levels?
