After 15 minutes on a new character, I came to Falkreath and on the way out.. right outside of the town, a Vigilant Vampire Hunter fell down from the sky and died right in front of me. What the hell? Why would a Vigilant Vampire Hunter fall down from the sky? Good news is that I now have fine Vigilant clothes on me. Good beginning.
