Went to whiterun and some of the vendors were missing but custoners were there. Entered/exited buildings no effect but game off/on fixed?

Of note customers are vanilla

Outside. First visit only. Now all have loaded. Looking to see if this happened to anyone else.

All of the vendors have scripted routines. Depending on the time of day, maybe they were just walking around elsewhere or at home.
