In your Steam library, have you tried clicking on where it says "All Games" and selecting "Tools"? If it does come with the Steam version, that's where it would be. If it's not there, you might be out of luck.

Edit:

On the Steam Store page for Morrowind:
The original Mod Construction Set is not included in this package.

Looks like you're stuck, sorry.

Yeah, I don't know what they were thinking. If you have a cd, you're set. I bought the Steam version on sale just for the no-cd feature but I was able to copy over my original CS with no problem.

There's also this:
http://www.tesnexus.com/downloads/file.php?id=29388
But it won't work with Bloodmoon because this version of the cs is an older one, not the Bloodmoon version of the cs :/ I think the latest version of the cs is in one of the compressed files on the bloodmoon cd.

I'm not 100% sure about all I'm saying, it's just what I've gathered from a few threads when I was looking into buying morrowind on steam.

edit: here's a thread that explains how to get the cs from the bloodmoon cd:

I think the patch will work a least of what I've heard and this http://www.gamesas.com/index.php?/topic/24-comprehensive-tutorial-and-useful-link-list/ has the patch linked, but there also important information for Vista/Windows7 users quoted in the end. :wink_smile:

I dunno... the thread I linked to in my edit seemed to imply otherwise but I could well be wrong :shrug: This other thread delves more into the issue I'm refering to:

well it was pretty simple to get it off the morrowind cd........i just had to copy the files and then transfer them and change where the shortcut pointed to but nothing major. im assuming its the same for the bloodmoon version.

if anyone is interested i tried installing it first from teh contruction set cd and it gave me pete hines phone number. :laugh: so if anyone wants to voice their concerns over anything in skyrim...............

Well the best way to find out is to try loading bloodmoon and tribunal in the cs... if you don't get the chunk size error then you're fine :)
Maybe the cs in the morrowind goty cd is different than the one in the old morrowind cd from 2002. I think the cs was updated for Bloodmoon because of the new weather types.

I have a present for you :D => http://www.megaupload.com/?d=GFWNWSO3

You know, they really should just upload the thing on the official TES site.

The Morrowind CS is only available on a retail disc - any other downloads are classed as piracy.
