I'm curious who ever hires them for 'mercenary' work. At least around the Commonwealth. Only ones I've ever seen doing hired work, were a couple escorting some totally evil PMS trader one time. Rest of the time, they're just raiders in green clothes. Institute doesn't hire them. BoS and Railroad and Minutemen and Diamond City and Goodneighbor all hate them... so who, where, actually pays them money for services? It's not like there are a bunch of independently wealthy random rich guys camped out in the wastelands just itching to pay them for anything. Calling them mercenaries seems rather a grandiose misnomer.
Anyone who complains here that the Gunners have no reason to fight the player has read the terminals in Gunners main compound? Obviously not.
About joinable Faction. Why? How many joinable factions do you want in a game?
Why I can't join (!!! join !!!) the fiends or the convicts in NV? Ask yourself that and then you know the answer for Raiders and Gunners in FO4.

Actually... the REAL question is "Children Of the Atoms, WHY ARE THEY HOSTILE?" in fallout 3, they were the hippies who worships a nuke, and git high on Radaway, In New Vegas, they were the Red Cross of the wasteland! somehow here, in fallout4, they become the NUKE PSYCHO?! When did this happened? I was on my daily adventures, and stumbled up on a camp of these freakos, they put NUKE MINES around their base, throws NUKE NADEs like they just bought a bulk of them from the 99Cents store, and they uses a KRAZY "Green [censored]"(from ID4) pew pew gun! that kills you in 2 hits and turns you Hollow(Rad-death) faster then the Hippo man in Darksouls2 beginning location! What pissed them off? had they gone Hollow? like the ferals? Bethesta, we demand answers.... there had to be a DLC that fills the gap....
BTW, I WAS a believer in NewVegas... but now, I hate their guts.... Railgun pewpew for them!
The "Followers of the Apocalypse" are not the "Children Of the Atom". They are different factions.
Also the Children of the Atom aren't actually hostile they want only to give you their greatest gift. A ton of radiation
It's a good question that the OP asked. I never really thought about it. I shoot at what shoots at me. And I don't mind because I like fighting normal humans.
Lorewise for me it's easy btw: the first time I met gunners was at a bridge, they talked to me and they wanted all my stuff. When I denied they tried to kill me (and succeeded several times to be honest), so I killed them in the end. One of the guys must have sent a description of me by wire to all the other gunners before bleeding out, so I'm on their kill list.
I actually think the fact they operate under the Brotherhoods Radar to make less sense. Considering how fanatical the BOS is about Tech, the gunners are a highly organized, well trained, mercenary army in possession of high-tech weapons and gear.
They are an organised gang of thugs.
If you enter their territory they shoot on sight.
They also have cool robots.
If you get the right perks you have the opportunity to point your gun at some of them and say things like.
"Settle down A'hole"
" Don't try any funny business"
And some of them chicken out and surrender.
Standing there with hands in the air.
You can also boss them around.
I hate the phrase, "because reasons". To me you may as well say (in most cases), I don't know the reason, so I'm going to assume that whatever their reasons are are not good enough for me. You may not mean it like that but that's how it comes across, a very arrogant sounding statement.
The thing is, especially in a world where the vast majority of humans seem to be raiders, murdering people for their stuff is a very poor strategy. It's much more profitable to extort protection money because then your victims can keep producing and you can keep extorting. It would be nice to be able to pay a nearby group of raiders to help protect a settlement from attacks. As far as the "we shoot anybody who enters our turf thing goes"...well, in that case shouldn't you mark your turf to let people know where it is. Graffiti marking the zones occupied by different groups of raiders would be immersive. And while they might not be willing to let outsiders join, in cases where a gang's turf includes a useful route, it would be rather normal gang behavior to allow outsiders to negotiate safe passage in return for favors or money.
As far as FONV goes, the Powdergangers and Fiends aren't universally hostile. The vast majority of intelligent beings in FONV are open to negotiation whereas the reverse is true in FO4.
A small band of Gunners should be telling me to "Stay Away from them" when I am in power armor.
Polite conversation is something that happens between two well armed parties.
I understand chem using Raiders thinking they have a chance of killing me with pipe pistols in X-01, they are on chems.
Gunners should have a bit more intelligence to flee unless they can call in support when they are clearly out matched.
The Gunners mark their turf with those skull symbols that have an X marks the spot on the forehead.
Here's an example of how it usually goes for me with Gunners...
I was walking along near a good neighborhood ( ) when up ahead, I saw two gunners lounging around in front of a building. I used VATS to verify who they were, and in the process, happened to spot a frag mine place near them apparently for their defense... Well the thing was, I was running short of all varieties of mines, and looking forward to a situation where I'd need a few, so I wantsded it, I did.
I tried sneaking up to grab the mine, but one of the gunners spotted me. He swung around with his weapon at ready, and we looked at each other for a few seconds without speaking. I hadn't raised my own weapon, and I started backing slowly away. After I'd gone a short distance, the Gunner turned and went back to whatever he'd been doing.
At that point, I ran forward, grabbed the mine, then turned and ran back around the corner before he even knew what had happened, and I was soon long gone.

Think of them not as 'lives lost'... think of them as having benefitted from the Division of Atoms- where you separated the atoms on the left half of their brains from the right half with that righteous .308 shot.
Because it's Bethesda and that means you have most "factions" with the only purpose to fight and shoot at. Same [censored] as Talon Company. Bethesda can and will never compare/create with real factions like Obsidian did in FNV and the older Fallout games had. Under Bethesda F4 has been reduced to a shooter with minimum rpg Elements.
First, the reason they are hostile is... they aren't. That's why it's so hard to point out why they are hostile. Man, they just didn't invite you to their barbecue, so when you show up uninvited and crash the party, they shoot at you... What'd you expect them to do?
Be cool to work for them... well, maybe, but you do actually get the chance to complete at least one of their contracts...
