It is random loot. More likely at higher levels.

There is no way to get one fast or at all. Unless you use a console command.

According to the wiki, it starts to appear at level 20.

But again, it is random. I sympathize with the frustration. I have multiple characters. It seems like the Atronachs that really want the sorcerer's ring find several Mundane Rings (or other high level rings) but no sorcerer's.

And for character's that want high resistance it's just the opposite.

The magic rings first appear at level 20.

Except for the Mundane Ring, I've only seen each ring a couple of times so far, after several playthroughs that ended around 30ish. It tends to be after looting dungeons, or closing Oblivion gates after level 23 (when the dremora tend to drop more goodies).

There's also a trick involving one of the priests in the http://www.uesp.net/wiki/Oblivion:Temple_of_the_Ancestor_Moths, way north of Cheydinhal, that lets you get high level jewelry earlier in the game. Check the Notes section on that page.

The best reason to level mercantile to 50. Purchased "Ring of the Iron Fist" and "Amulet of Swords" useing him so far. Seen both "Mundane Ring" and "Sorcerer's Ring" in his inventory.

Im reading that its better to do the Turning a Blind Eye quest before entering the Temple of the Ancestor Moths because of a bug. But when I do this quest, can I get the jewelry then? Or do I have to go back after the quest is finished? I'm asking this not because of the bug but because the quest might require descretion, no killing, and I might have to kill some NPC's to get the ring.

This ^. If you haven't been to Earil's Mysteries yet, save just outside of Crucible's gates. If you don't like what he has on sale, then reload the save and try again. If you've already been to Earil's then you'll have to leave the area for 73 game hours for his inventory to respawn/ restock.

The NPC that might have the ring is not included in the moratorium on killing; and if he were, there's a trap you can use to kill him without getting your own hands dirty.
