Soul siphon recharging Absorb Health

So I'm asking partways to start conversation and partways to get other peoples opinion on this subject.

I've chosen Soul Siphon from the enchanting branch and made a two-handed sword with +25 points of Absorb health. I figured Soul Siphon was better than it is, because the sword is clearly being drained very fast.

Have any of you been playing around with this? Maybe found the right ratio of absorb health? (my next attempt would be +10), Maybe found a better combination of enchantments?

Absorb Health is in the Destruction school. So the higher your Destruction skill, or the more Destruction discounts you have, the longer the charge will last.

The way I understand Soul Siphon, it absorbs 5% of whatever size creatures soul you killed. 5% of a Petty soul is nothing. 5% of a Grand Soul is still less than a Petty soul (if my math is right). It doesn't seem worth the perk point, to me.

Oh yeah.. I recall now! Something about Absorb Health being more or less free to cast if you have 100% reduction to Destruction Skill!!

That might be the perfect solution to my problem!
