my soundcard is broke but besides from that i meet all the system requirements and when i try to run the game it says error no sound device

hmm, do you have a onboard sound card or is it a seperate one? if its seperate you might have a onboard one you can use. If it is onboard then you'll have to replace it i think unless there is something in fallouts ini that can be changed to bypass this.
