In the Sierra Madre, their climate control went awry, creating the poison cloud over the years. I'm pretty sure that the Big Empty researchers and founders of the Sierra Madre wanted to elope. Sierra Madre got vending machines and auto-docs, holograms, while Big Empty researchers got info. What's to say their climate control system, too wasn't a Big MT product?
Same with Hopeville. In the meteorological station, Ulysses went looking for data on Hopeville's weather patterns. You can even test rain on a model of Higgs Village. It all seems to go around weather. There was climate control in DM and I'm sure LR will feature something similar
As others have pointed out, it's good to have rain in the desert, so it probably revolves around rain like all other areas of interest have -- more or less.

It makes sense, Hopeville has crazy weather, probably being tornadoes every day, whirlwinds at the slightest movement, something sensitive like that. Ulysses wants to find out more on it, and eventually finds the Big Empty.
I'm starting to get the feeling that LR will be like DM, a death trap. Except, you're able to return to it.
