So, in http://hydra-media.cursecdn.com/fallout.gamepedia.com/4/46/MWSnap148_2015-06-15%2C_05_02_07.png there appears to be some people hanging out in a vault. They aren't wearing vault suits (making it seem like its been co-opted by modern wastelanders. There's also a bunch of weird symbols which I at first thought were http://i.ytimg.com/vi/pTGeZKQP6Cw/maxresdefault.jpg but, since there is a robot in the background and none present are wearing hockey masks, it got me thinking that it kinda looks like a retro http://www.walter-schulze-mittendorff.com/EN/metropolis6_7_files/04_MM_Gesicht_200dpi.jpg. Maybe a secret Railroad base of operations? Or do you think its just your average hobos/raiders?

Not to far fetch, a vault if in good enough condition could be a good safe spot from the powerful institute, plus it have the tech to keep androids "healthy"

I think it's an image of a super mutant face with an x on it's forehead. I'm assuming this is a military base within a vault and it's a peek at some brotherhood of steel soldiers hanging out. Note the Mr. Gutsy floating around on the upper deck and all the men are in olive drab fatigues with military-esque haircuts. The picture of the face is most likely their logo, which I hope will appear on some of their armour

If there is an underground railroad like faction I would imagine them to look more like a civilian resistance group and less paramilitary.

Just a quick note about the hair cuts. In a fallout world short hair cuts would be the most common as the lack of hair care items would be rare at best.

You know, I've seen this scene half a hundred times in the trailer and never paid it much attention. I would say it definitely is a pro-android community living in a vault! Possibly friendly vault community confirmed!

Off Topic: That screen shot of FO4 looks way too much like 3 for me. Even down to the clothes and hairstyle. It's like they remade 3 with a different lighting system. This is very off putting, the more I see of this game the more it looks an up res 3. No wonder Bethesda is hesitant to release more footage.

I don't think they're androids. The idea that androids live in that much squalor seems odd. There's also one warming his hands by a fire. If anything, they might be members of the Railroad, as they appear to be human. Judging by their condition, my first thought is that they've been on the run for a while.

Would an android need to be warming himself near the fire?

Anyway I sure it is the inside of a vault, and one that's been open for a while. As far as it being the location of the underground railroad ... well why not. It's obviously being used for something.

With you being seemingly oblivious to the fact that FO4 is coming from a dev that is known to do the exact thing you stated until now, and while also ignoring my valid arguments. I don't see the point in forming a more thorough rebuttal to you.

I'm actually beginning to revise my opinion. From the looks of the concept art, it looks like most androids won't be of the Harkness variety, instead they'll be the modular rubber things. Also, its been pointed out that it might be silly for an android to warm his hands by a fire. Plus, it does look like a target on the face symbol. Might very well be some sort of hit-squad faction.

Looks like regular squatters or maybe even raiders. The lack of weapons and armor might suggest just a quiet settlement.

Dont doubt yer wiring so soon. Just to play devil's advocate I am not sure yet there not 100% machine might be theres vat grown bio bits tacked on to em (mmm yummy like bladerunner). And to complicate it more if programed to act human even your model would warm its hands, or shiver when the temperature reaches a certain level, or belch after a beer (no wait damn it Bender) i mean oil change.
