My current character is a lvl 32 Orc conjuring Warrior and I have ran into a serious problem. I cant find any [censored] spell books teaching me superior conjuring skills. The court wizards NEVER update their stock and I checked out the College of Winterhold and did not find any vendors beside one Altmer who sells low leve destruction spells.

Where in Skyrim can I find someone with a proper stock of spell books that I have not tried already? Is there someone im missing in the college?

Spells are dependent on the level of your skills (ex: Conjuration). You just haven't reached the specific lvl of the skill to learn new spells for Conjuration. For example, the spell "http://elderscrolls.wikia.com/wiki/Flame_Thrall" is only available after you reach Conjuration lvl 90 and you also have to do the quest "http://elderscrolls.wikia.com/wiki/Conjuration_Ritual_Spell".
