So how feasible is it to have an enchantment, or some procedure that sticks a certain spell to your weapon?

The Colorful magick mod does something similar to what I'm looking for, where the spell basically attaches itself to the weapon...or enchants it on the fly, but what I'm inquiring for is just spells in general being applied this way as well...hell even shouts.
