Where might I locate a faded wraith spell or scroll ?? Thanks

You can buy such a spell from Athragar at the Chorrol Mages Guild or from Gaspar Stegine if you have access to him inside the Praxographical Center of the Arcane University.

In looking up scrolls for faded wraith, in theory they can be found in random loot starting at character level 16. In reality however since their'uses' or times they actually occur in the game is set to 0, you will never see one in the vanilla game.
