So I do a lot of short play-throughs so I often download mods to remove level requirements of perks. For fallout 4 I am considering this alternative:
What if you could spend a perk point to lower the level requirement of a perk by 10 levels? This would allow a character to be highly specialized at an early level and open up new RP elements. Maybe you spend 9 perk points so that at level 10 you already have the highest level medic perk, but medic perks are all you have, so you can RP the rest of the game as a specialized medic. Or maybe you spend 12 perks (or however many it takes) to max out Local Leader as fast as possible. You can RP a great leader and re-builder right at the start, but need to compensate for a lack of perks elsewhere. Or maybe you just spend 2 extra perks to get a second tier ninja and sneak by level 16.
Anyway, I think you get the idea. Does this sound like it would be balanced in Fallout 4 or do you think it might break some element of the game?
