I was trying to finish the side mission where Vadim sets up a fake fight to try and toughen up Travis. Well somehow I ended up killing one of the guys. So after the fight Travis says he feels better then leaves. I then talk to Vadim and he's mad you killed the men. So I restarted that mission to try and not kill them. Well it ends up Travis kills one of the guys and I ended up killing one of them too. So I fess up and he basically forgives me. This time Travis doesn't say anything he just walks out and so does Scarlett. So I go looking for Scarlett to try and set her up with Travis but she's nowhere to be found. Plus Travis is still a wimp. Not sure if this is a glitch but she's not in the hotel anymore and I can't find her outside.
