Spreading scripts to all Actors in game

Hey,

I've been out of the Skyrim modding scene since the end of February, and planning to finally get back into it. I'm especially whether there have been any interesting developments with respect to spreading a given script (or spell/magic effect containing script) around to all actors dynamically through script, since I believe this is currently the weakest point in my scripts.

I've seen the ''cloak'' method seems to be pretty popular nowadays and the brawl bug fix plugin seems to be pretty much mandatory anyways nowadays because so many mods require it to fix their bugs, but I personally don't really like the method, so wondering what currently the most efficient methods for doing this are.

Current methods (it haven't changed since February):
1st Cloak spell
2nd Quest aliases
3rd SkyProc (but it seems like it is undeveloped, Pluto hasn't logged in for 3 months now and Leviatan for 1.)

EDIT: In response to MongoMonk's reply: I didn't say that SkyProc is obsolete, I just said that it was not updated for a while. :smile:

I can tell though that the skyproc variant works really well. I use it myself in my patcher & it adds a magic effect to each playable race. You can then use the OnEffectStart event (or whichever you want) to do stuff with your NPCs.
