I hope it's that way. Otherwise another RPG element bites the dust.

I also hope that basic movement speed is dictated that way...
If carry weight also takes part, I fear that my character (and everybody else who likes scavenging) will not survive any surprise Deathclaw encounter without power armors O_O' more realistic though...
Let's be honest, we all know this will be the case. I highly doubt speed will be affected by stats. Remember how it worked in skyrim? Everyone always ran the same speed (except for that weird thing where short characters ran slightly slower, but that wasn't intentional) and there's no way to increase or decrease your speed through rpg mechanics, as they removed speed, acrobatics, and athletics. I guarrentee you that armor will affect your speed, but that's about it.
I use the Sprint mod in FO3 and NV, which uses AP. It works well--Agility determines how many AP points you have, and Endurance determines how quickly you burn through your points while sprinting. I'm glad they've incorporated this into FO4.
Before four posts popped up while typing, I was about to mention, Endurance's description mentions how it somehow affects sprinting (like, perhaps, how many action points sprinting burns). Only problem I have with that is that I would hate to burn my action points sprinting and then find myself with no Action Points left for actual combat. Of course, if you only NEED action points when using VATS then burning them for sprinting seems perfectly viable if you're not going to use VATS.
FONV adjusted your speed depending on what gun you had out (heavy gun = slower running). No reason they can't adjust sprinting speed/duration depending on stats or equipment load.
