Number 82 is maybe Brendan Anthony aka Raptormeat. Number 70 could be Sam Bernstein.
No.68 is probably Fred Zeleny and No.67 is probably Kurt Kuhlmann (similar glasses,hairstyle and smile).

No.3 could be Michael Lattanzia.

No.55 could be Josh Jones, no.9 is probably Grant Struthers.

EDIT: Jason Bergman is 25, Mike Dulany is 48,Orin Tresnjak is 49, Adam Adamowicz is 29. They probably are anyway.

I haven't checked all your guesses, but figured I'd let you know this is just the dev team, so unfortunately does not include QA or external production (i.e. Sam, Mike L., or Jason). Also, Brendan and Fred are not in the photo, sorry!

Strictly speaking there are two Bethesda Softworks employees in the photo (sal go and I), but that's because we sit upstairs with the BGS team, and Todd was kind enough to let us crash the BGS party.

Hehe...I thought Adam looked much better and younger with shorter hair in that "Making of Fallout 3" video. Team photo doesn't do him justice.

Also, I forgot, but from that video it's obvious that number 12 is Steve Meister. Joel Burgess doesn't look like no.59 from the video, but who knows.

I'm kinda surprised no.70 isn't Sam Bernstein, they have almost identical hairstyle and facial hair.

So, these are all devs and yet there's like ten girls there...That's impressive, I thought at least some of them work in PR or something.
I guess Ahn Hopgood is no.17, being the only blonde, but it's kinda hard to say with those sunglasses.

Rashad (no.62) looks like he could play in the NFL. He looks like a solid running back.

Is number 26 Michael Bolton? Maybe I'm just seeing things...
