So I had a skyrim character that focused on Archery so I had a lot of good skills spended on and such, but i decided to create new character as a wood elf and I noticed in helgen when you get a bow of some imperial bodies, they are still OP as if it was the same as my last character? For example with the wooden bow and iron arrows I was able to I hit every spider and the bear you see in the cave and also because I had sneak = x2 damage even though this is a new character, the bow even drawed the arrow extremely fast but I dont have those skills unlocked? I thought maybe this could be because the Wood elves are good with bows, so I restarted the game as a imperial for test and the imperial character also had sneak = x2 damage and fast drawing even though in the skills menu, those perks are not unlocked. I started it cause my character was too strong and things where getting boring 1 shoting everything but it still is and idk why. Is this normal?

As Rosveen say, bows have always a damage from 2x in sneak mode at the beginning.

You could play at a higher difficult level...if you just started your game. And then you can adjust your difficult level from your skyrim menu accordingly.
