The Thalmor were but an ancient organization, a weak minority with fundamentalist religion and racist idealism at it's core. They managed to unite the elves and rise to power during the Oblivion Crisis. Then, after gaining the dominant political power of mer, they took advantage of their status to fulfill their agenda. And with the renewed power, the Thalmor seized the opportunity to attack the heart of a weakened Empire. In the name of their belief of superior race. In the name of subjugating mankind to something akin to beastfolk.
I always brag about my Talos worship before I kill them...wouldn't want to have any murders put on my record ^_^

Remember that it was Tiber Septim who founded the Empire and drove back the elves. Talos himself made the Thalmor look weaker than man because Honor and Justice prevailed over their puny idealism that tainted the souls of mer kind (The Thalmor are very anol about their religious beliefs about being descendants from the aetherious, or the matter that is the essence of gods themselves).

Then I saw that Justiciar patrols taking a fellow nord. The Thalmor guard started questioning me why I was nearing them. Then asked about my beliefs. I told her I worship Talos and am not affraid to speak it out loud!
