Stat Cap? : Fallout 4

If my Stat is at 10 and I get the Bobble head does the +1 effect anything?

Like if I had 11 Charisma would my settlement pop get up to 21?

Bobblehead still adds one if stat is at 10.

Yes, population goes up with charisma even temp bonuses like from clothing/drugs.

Do I need to have my stat at 10 before grabbing the Bobble or will I still get an option to go up by one if I'm at 10 with a Bobble?

It will only go to 11 if it is at 10 when you grab the bobblehead...even the "you're special" book will not boost a stat to 11.
