Static light problem

Looked through numerous pages but didn't find this, or related, topic.

I'm building the Vault 74 tutorial and have run into what I think is a glitch. I've placed a total of 18 lights (LightCeilingVault01) throughout the Galley and the small room which is connected to the lower-level of the galley. I've also placed light sources, (Vault87Light****Cool), under each "light object".
Now, when I try to move any of the LightCeilingVault01 objects in the X Y or Z axes, using the left mouse button or the combination of X Y or Z and left mouse, the LightCeilingVault01 object jumps upward on the Z azis and cannot be moved. I do a Ctrl + Z to bring the LightCeilingVault01 object back to its original position. I am able to rotate each object using the right mouse button.
BTW, I did scale 16 of the 18 LightCeilingVault01 objects to approx. .5 of original size using the S + left mouse button. Also, 15 of the 18 LightCeilingVault01 objects are copies of a single object dragged from a created .OPL I made holding all of the Light thingys I could find.
Each of the LightCeilingVault01 objects are listed as an "Activator". I'm thinking that they should be "Static meshes". They are the only light meshes that I could find within the GECK.
Am I not seeing the snake coiled at my feet?
Is the GECK this finicky?
