Stats and Suits

If a dweller has all 10s, does wearing a suit push his stats over 10?

Sometimes when I hover a dweller over a room I get a +2 if he has a stat that would be 12 with the above rule.

It should be able to stack, but I am not certain what the extent is considering you cant really test the numbers on an accurate level.

As far as I've tested, no.

For example, I got Moira brown with 9 charisma. I give her a suit that puts it up 7. Then when I try and put her in an empty radio room, it only says I contribute 10 charisma to that room.

So I came to the conclusion that anything past 10 doesn't count

That's true. But try hovering her over a room full of 10s. You will get a modifier of +6 in your case.

So, what's what?

Suits that take stats over 10 do count where it counts. Observe the room time with and without the suit, it changes. As noted, if you drag a suited dweller you get the +X over too. It's bad UI that the bar graph doesn't show the full range of possibility, but if you tap it, it does show you the numbers 10 + X.

Yes, suit bonuses help when they push it over the base 10. The only way to tell this is by moving someone into a room with the extra bonus, and you will see the time drop.
