Flurry scales with weapon damage. I tested this. At one point i was overcharged in Weapon Damage(lol i know) but wasn`t overcharged on stamina as i was putting everything in magicka.
Flurry was doing more total damage compared to Biting Jabs... and i assure you THAT is a feat of wonder. The problem for phisical damage is that all PvE mobs have a LOT of armor... and less magic resistance... so while in THEORY you do more damage... you are missing armor penetration(at least i was as a templar) and the target has more mitigation while the magic users have it from their Light Armor skill line + they can get more from sword + board/destruction staff.
But you can totally make a dual wielding juggernaut as a templar due to the healing the class has. So you can use your magicka pool for that, they even have a heal that restored 90% of its magicka back over 8s if you use it when low hp... its only the only class that can heal while using a dps weapon.
The heal from Blood Craze is ok BUT a lot of mobs are immune to bleeding = it won`t work on them...
My point is, if you want a melee class, go templar with self healing vs the NB, you will do better... using your stamina for damage and magicka for healing will be better compared to most NB builds.... actually the best NB build i found was one that was using attacks that healed the NB... so you might as well go templar as the master class.
At endgame if you take less HP you can max both stamina and magicka... so you can create a hybrid in light armor(to reduce spell costs) that can use both very well and the only thing missing would be the 20% crit chance medium armor gives you. You can cap the rest, templar also has a stamina/hp regen aura... and the magicka regen will be taken care of by the light armor mostly.
If you didn`t notice i`m a bit biased on the templar but that is because i tried all 4 and i simply did not find aspects where i thought "hey another class can do this better"... overall either the templar gets nerfed or it will be required to have them in endgame raiding due to skills like http://esohead.com/skills/27197-biting-jabs or http://esohead.com/skills/27558-purifying-light or http://esohead.com/skills/27030-radiant-aura bla bla.
This is what i found anyway and i did play each class a bit trying to min/max things and see what does better at all of them.
