Is there a god in the ES pantheon that this bird (eagle, I'm assuming) represents? Or have Nords taken to worshiping birds?

Could also be a Falmer symbol (birds are big with the Ayleids), though it does look rather Nordic.

Maybe just as the Nords are the rougher, drunker cousins of Cyrodiil; so the Falmer are the rougher, drunker kin of old Ayleidoon.

Considering they're using it as a forge, I hope it isn't a shrine to somebody. I'd find it more likely to be a landmark for the hold system, perhaps one of their symbols involves a bird. Like Snowhawk.

What appears to be Windhelm also has some eagle heads on the walls.

It might just be a symbol of a Hold/Town rather then a deity,
