One of the newly revealed enchantment http://www.gamesas.com/index.php?/topic/1233759-sammuthegreats-skyrim-impressions-from-eg-expo/ allows the user to add effects to items which already has enchantments on it.

Now, what I'm wondering is if that means we can alter things like staves or scrolls. Could it be possible to add a shield spell to say a stave which cast a lightning attack? I'd like to be able to create such things from the start, but still. With this perk would it be possible to create our own unique combinations of enchantments on items used to attack like staves and scrolls?

I do love staves, but not in the magical sense. In the, "I-can-twirl-it-like-a-bo-staff-and-annihilate-you" sense.

Depends on how many we can put in there and what all delivery methods there are. I still dont see a scroll or staves as pure SC though.

I think that is only for weapons.

In Skyrim, unfortunately, no.

Staves are weapons in that you cast spells from them.
