Apologies if this has already been asked, I didn't see.
The computer I'm at right now doesn't have any games loaded so I can't test this out, but my curiosity has gotten the better of me.
My original idea was to create the "Average Joe" character. No skills above 50 and no perks (I'd use console commands to lower skills and remove perks if needed.). Then I wondered what a play through would be like if I just stayed at level one. In other Beth games that dosn't seem to work out too well, your skills still go up so eventually your a level one character with 100 in all skills. But I think it would work out for NV, creating a different type of challenge.
If I can't skip leveling up I guess I'll use console commands to remove exp, levels, perks, etc. Although I've never used a console command to remove exp .... is it possible? I'm guessing there is a "set" command to keep resetting it if needed, it's just be easier to not have to worry about it at all.
So, anyone ever try a character that never gets beyond level one?
