I found a suit of power armor at roadside pines motel, the area is cleared and the armor is abandoned, so why does it say I will be stealing the armor? I'm going to take it either way, I was just curious...

Edit: just took it and went back to my collection in sanctuary to drop it off, when I got out it still shows up as having to be stolen all parts including the power core are red and say steal, so at this point I'm assuming this is a bug...

The Power Armor can be owned by the BOS or by Raiders, so I'm assuming some obscure wastelander group or scavangers might have owned the area where that armor was at.
