Is stealth alot harder in Fallout than in TES, or am I just

I've been playing both Fallout and TES for years, and I've just got back into Fallout: New Vegas in hopes to get the Platnium Trophy. But, as I was making my new character, it occured to me that I've never really had a very stealthy character in any of the Fallouts, which is strange because in almost any game that gives me the chance, I chose to sneak through everything. So, I started the new game and I'm doing a little RP, so I decided to make my character very weak, so he would rely on stealth to get through things, and I have to say it is a lot harder than TES. I am only level two right now, but even so, I could easily sneak past creatures and humans on, say, Oblivion at level two. So, what I'm asking is, is the stealth alot harder on Fallout or did I just get really bad?

You just have to be skilled to be effective in Fallout.

Also, pay attention to your clothing and how fast your moving, you are more easily spotted when running, the pip boy light is on, your wearing heavy armor etc. Also, your weapon has a lot to do with this, if you don't want to be discovered after you take your first shot, get a silencer.

Stealth Boys are key in some areas until your skills are up to the task.

Even then, you can be sneaking under the best of conditions and someone will still smell you or hear you (Deathclaws anyone?)
