what do you reckon the best special is for someone who gets the job done minimum ammo use and uses stealth to there advantage?

Get tons of perception, helps you know where people are.

Agility for VATS.

Definitely perception, for the lockpicking

Ideally, get strength for melee weapons. Cut down on ammo use.

Perception and Agility are the most useful.
