It seems to be working for me at the moment, try restarting Steam and checking again.

It's still not there. Perhaps it disappeared from the UK/EU Steam? When you click DLC in the game it returns
"Cannot be displayed in your region"
It seems this happened shortly after the game went live; to quite a few people.
