The only key provided with Fallout 3 retail was the GFWL key. There was never any Steam key provided with the retail disk.
And this is a gaming forum so you're not going to get much of an official answer, especially as it's not even clear what the issue is.
Digital downloads and disk based downloads are very different in how authorizations and compatibility are concerned. Basically since bathesda is the publisher and steam is the platform, steam still needs separate auth. keys in order to have permissions to run fallout through their platform. What people who bought this on steam dont know is just when bathesda will be able to allocate more auth. keys to steam.
Yeah, I found the other thread -not sure why the Op felt the need to create a new topic- so I understand the issue.
It just wasn't very clear what the issue was from the OPs post. Especially with the number of times people have posted here demanding to know why Steam wouldn't accept their GFWL key, my confusion was a little expected (That and the fourteen hours without sleep)
to be fair the topic is extremely vague. it is rather ridiculous... that this is even happening but even mega gaming corporations and platforms make mistakes, just look at steam and activisions track records.
