Steam, Mods, and Localization

The short of my problem:

I'm based in Germany and want to play an uncensored, fully-mod- and patch-able game without any weird support or content incompatibilities.

In my understanding that translates to:

- US-Version
- Retail, no-steam

That again brings me to the question:

What will happen to my US-game once I activate it via Steam from a German IP address?
I have read somewhere, that unlike in FO3, Steam will not cause any incompatibilities with mods. Is that really so (meaning all files in the steam/ non-steam versions will be identical)?
Will the UK-version possibly do the job, or will it be different from the US-version?
Do you have any recommendations where to get the US-version imported to Germany, in English language, for a decent price? (This one's a bonus, really).

Just download the English Language version from Steam.

As for Mods, there is no effect on Mods using Steam.

I am closing this as the other thread is already started on Germany and this game. :)
