Steam patch 1.3 now LIVE!

Post » Sat Apr 10, 2010 7:55 pm

Not true. It made the Cowboy Repeater/La Longue Carabine powerhouses up to around level 15-20. Trail Carbines became the dominant sniping weapon, eclipsing even the AMR. (more common, lighter ammo, DPS, etc.) The Brush Gun with Cowboy is possibly the best gun in the game (This Machine and the Holorifle are also solid contenders). Also, the Mysterious Magnum becomes a beast with Cowboy, easily the best sidearm in the game.

Well i'd personally say pew pew is the best sidearm but i have a bit of an EW fetish but pew pew should be even better now with this new patch

I hate them because of the peep sights and the short-range scope on the Trail Carbine. I mean seriously, a short-range scope? If I'm going to shoot at something with a scoped rifle, it's going to be from a long way off.

Tesla Cannons are pretty much holorifles without a scope now. 4 shots before reload, 5/6 ECP per shot, roughly 80/90 damage per shot +20/+25 damage/second for 2 seconds, about 1.5 attacks/second, no more aoe damage, still very good accuracy, basicly disintegrates when fired.

That gun damage boosted from 18 (?) to 30, about 4 attacks/second. 12.7mm pistols little brother more or less.

Also Gatling laser got a nice buff. Now it does 16 damage/attack with all the related perks/upgrades when prepatch it about 12 before ammo modifiers. With max charge ammo it does about 23 damage/attacks and 701 raw DPS with -10 to DT for me.

Tesla cannon seems like the best weapon in the game now YAY!!! ohh hows pew pew ?

Hmmm... I think the only thing that changed for pew pew was its ammo consumption. Instead of having magazine of 30 and using 15 energy cells per shot it now has magazine of 10 and uses 5 per shot so ammo consumption was reduced to 1/3rd.

Trail Carbine report. Using a near maxed cowboy character and SWC rounds. Lacking "Bloody mess" and "Lord Death (3)" perks.

1: ROF is slightly lower. Not really that much. Still shoots much faster than I can with my 30-30 Leaver-Action rifle.
2: DAM went from 69 to 73 (Cowboy+SWC ammo)
3: DPS went from 133 to 119
4: VATS gets overall one shot less with 89 APs. From 4 to 3.
5: SWC ammo is left unchanged.
6: Higher spread is causing more max render range misses. Didn't have that many misses when plinking Khans at Red Rock Canyon, yet still more than before the patch.

Leaver-Action Shotgun report.

1: Magnum buckshot has a -2DT effect along with the 1.3x DAM.
2: Is pretty much an overpowered shortish ranged death device now when perked up. No better way to describe it.

Same thing happened to me! :swear: !!! It seems Steam hates modders.

Steam svcks... Period.

HA! VALVe (the owners of Steam) actually worked with the creators of either OBSE or FOSE to get it working with Steam. They've taken popular mods and advertised them, given them publicity, and still let users download them for free. They've added popular mods to their games and allowed users to donate to the creators who are now $10,000s richer.

Steam LOVES modders. NVSE just need to update.

EDIT: Woah. Few hours late there. May or may not have been ninja'd several times. May or may not be beating a dead horse. Oh well.

-I also waited two days in-game, shut my game off, then started it back up. It was still Tuesday. The bug where the day resets to Sunday (and makes it quite annoying to make merchants reset their inventory) has been fixed.

Seems to work, yes, but I get a strange glitch:
Weekday switches at 6 or 7 p.m. instead of midnight.

According to JB, the patch should be out for PS3. One person said they got it, but I cannot. Dang PSN.

Any feedback on EW weapons like fully modded laser rifle, plasma rifle, Q-35, and most importantly the AER14?

From the feedback so far it looks like Obsidian want people to actually try the other weapons since the AP cost, rate of fire and accuracy of the lever action rifles outshone almost everything. Making the lever action rifles worse in some areas might make the pistols look like a viable alternative, instead of something that you just use if you want to move a little faster. Same thing with the SMG's

No idea there yet. If one can walk on foot from the Lucky 38 to cottenwood cove without a freeze then it has improved.

this is the fourth or fifth time i have had to say this, the gun balancing is SECONDARY to the work put into the patch on improving engine stability.

Without the patch I can walk for days and not have a single crash. other days I might get a few of them, but overall It's been more stable for me that Oblivion or Fallout 3...even though I have, at last count, 113 mods running (not including texture replacers)

I won't be updating until I hear more news on how stable the newest version of NVSE is.

Do people have access to the GECK? Can someone please look up the spread values for the Trail Carbine, Brush Gun, and CZ57?

I've had two crashes already when loading into Crimson Caravan's camp with no mods active in the matter of an hour.

They really need to be more detailed on patch notes. From where I am sitting, the game is less stable than before!

It just seems odd that they'd list the weapon and ammunition changes in greater detail than the performance and stability stuff. We can look up all of the gun stuff with the GECK - that's absolutely minor in the case of a patch.

The Cowboy guns are far from useless. They are still extremely strong. They only got a a slight nerf. No where near the level of the Sniper Rifle in the last patch.

@Bapitty - the GECK is not working. So, most people can not look up the values. You have to use FNV Edit.
But just for you: Cowboy Repeater, Trail and Brush Gun now have a spread of .06. The Avenger is .55. The Assault Carbine is 1.2. The shot per second on the Brush Gun dropped from 1.65 to 1.23. A slight nerf. In comparision the AMR has a shots per second of .5. SO the Brush Gun + Cowboy is probably still King of the Hill. Just not by a mile anymore.

Seems pretty stable to me, but the game has always been stable for me.

Seems the exact same as before in terms of stability/performance. Forlorn Hope does actually seem better but there's still the random stutter that happens when you are walking around in the world and new stuff loads.

They still haven't fixed the audio lag issue that some people get either, meaning you still have to rely on that 3rd party dll in order for the game to actually work properly.

I wish they'd list the performance stuff, I couldn't care less about random weapon changes when the game itself doesn't run as well as it should.

The patch broke the GECK, Gestaff said there will be an update for it soon. http://www.gamesas.com/index.php?/topic/1182825-warning-13-update-breaks-the-geck/

Pretty much this. If the point of the weapon changes was to get players to throw away their LA weapons it failed. I'm still trying to figure out why the Trail Carbine got a slight DAM buff. It sure as hell didn't need one, but I'm getting 73DAM out of mine now when it was 69 before the patch.

Oh, and the service rifle++ using surplus ammo is a monster for such a low end weapon. Just apply 100+ WRKs before using as we have a new bug with WRKs and weapons with +CND mods installed.

GG Obsidian :P
