No Steward Option for NPC : V

I am not getting the hire steward option for a qualified NPC.

How do force the NPC to be steward with the console?

How do I force DIAL: BYOHHouseHireStewardTopic (030002fe9)?

Precise and knowledgeable replies only please.

Define "qualified."

Not all followers are available as stewards due to their voice type.

Qualitied as in as in being on the list of qualified stewards.

I am looking for console commands. If I can force ANY NPC in the game to marry me with the console, I should be able to force any follower NPC to be a steward. However we are talking about the Jarl assigned housecarl for the Lakeview estate.
