I thought I solved this issue but I guess I didn't.

I run the game on Ultra. Everything. For the most part in tight areas, or open areas like Sanctuary, I don't have much of an issue with FPS, even with god rays on ultra.
However, almost anywhere in the city and a lot of places in the wilderness, I am getting some severe fps drops.
Generally, I am running 60 fps. When I look in a certain direction (not always towards the city) these drops slam on the breaks for my FPS. To me, this says the game is obviously rendering things at a distance that I can't see. Perhaps a building, or more likely enemies/npcs. Someone brought up it may be my cpu being called upon to calculate pathing/collisions with other, newly rendered objects.
Anyway, that being said, I've tried the ini=0 and adaptive vsync fix. Didn't work.
I have tried running in windowed borderless, but my game will not run at the native resolution, or my DSR resolutions.
This is very frustrating. Everyone else with my gpu says they can run it maxed out like butter. A lot of the time I can too, except in situations looking in specific directions.
I think there are a few solutions, unless someone else has an idea.
1) Try overclocking my fx8350 and see if there is improvement
2) Try the ini file fix again. Maybe I did it incorrectly
3) Wait for future patches to smooth out gameplay
4) Referring to 1) Look into upgrading my processor (only if it is determined this is the issue.) I know the 8350 is not great with single threading and I should probably invest in an i5 or i7, but this also means upgrading my mobo as well :S.
Does anyone else have any idea what could be causing this? I am only running it in 1080p. I don't believe it is God rays on ultra because I have the same issue even on med/high. I have tried turning down shadow distance/qualities. I'm at a loss. I've also verified cache and checked driver updates.
