This bug has been laying in the game since the beginning.

It is a random occurrence where NPC's clothes will not respawn after being pickpocketed.

I notice there is no specific NPC for this bug. This bug will strike any NPC and stop their clothes from regenerating even after 2 to 3 in game days where it usually would.
