This thread has inspired me to name one of my Team Fortress 2 weapons "STOP RIGHT THERE CRIMINAL SCUM".

The word 'scum' needs to return for nostalgias sake. :P

TES3 - "We're watching you... scum!"

TES4 - "Stop right there, criminal scum!"

TES5 - *insert witty scum comment here that will be remembered forever*

And this. Seriously, if they don't find a use of the word "scum" for the guards I'm going to be slightly pissed.

thieving scum

rapist scum

assasin scum

lizard scum

fury scum

etc




and i think it would be cool if guards could try to tackle you to the groundto arest/pop the question

I love how you can't pick up an item to put it up the right way without getting a bounty but you're allowed to go round slashing every item you see off the table/out of shelves etc and noone cares :angel:

I personally agree with most of the ideas here and like the idea of a regional bounty system, how about if you kill the messenger carrying the letters concerning your description? That would give you a chance to lay low. Also, if I kill a guard and there is no one else around, I shouldn't have a bounty. Same thing if I kill / bribe all witnesses. Also, I'd like a change to the stolen flag, if I steal a spoon, how would anyone really know that I stole that generic spoon?

So a man kills your brother in front of you. You run to the nearest guard in panic. The guard arrives on the scene.

You: It's him! He killed my brother, the bastard!
Murderer: Here, city guard. 1000 septims. Can I go now?
Guard: All right. Let's go to the castle and get this business sorted out.
You: :o

Daggerfall's Justice system would be perfect. You commit a crime and you are caught. You're then brought in court and you plead guilty or not guilty. If you plead not guilty, you have to either lie or debate why you are not the culprit. Factors influencing the result would be your speech skill and if you are in the Thieves Guild or the Dark Brotherhood. Because if your criminal guild likes you, they'll help you get out of there. :)

Also if you have bribed to the judge of the court before hand he could probably get you out of that bind once or twice.

Daggerfall's system sounds amazing. That's a very creative way to deal with crime, I wonder if they'll take an approach like this in future games? Seems odd that this got replaced by that system of fines for everything in Morrowind and Oblivion.

But yes, I'd say the crime system could do with some improvement. For one thing, NPCs should not go screaming Thief! No! Thief!" if you just pick up that strawberry you knocked over, in terms of how the grab button, which I assume will remain in the game, works with the crime system, I think Bethesda should draw inspiration from the mod Put It In Its Place for Oblivion, which makes it so NPCs don't immediately assume you're stealing something if you grab it, as well as adding other features, and the psychic guards do need to go, as well as the psychic merchants who knew that the strawberry you stole from someone's house on the other side of Cyrodiil was stolen. In general, I would say you should only get a bounty for crimes if someone was able to report you, if people see you commit a crime, they should go to report it to the guards. This could potentially allow players to avoid their crimes being reported by killing any witnesses, I'd say there should also be an option to bribe witnesses or maybe even intimidate them into not reporting your crime. After all, I think that having a big orc wearing Daedric armor and carrying a heavy warhammer tell you that it would be rather unwise to report his crimes would make one feel less inclined to do so. The difficulty of succeeding at these things should depend on certain factors like the player's skills and attributes to avoid players being able to always escape from crimes just by pursuading witnesses not to report them. I would also say that NPCs should be able to forgive minor crimes, depending on their disposition towards you, because it would seem reasonable that a close friend to you would not report you taking a piece of bread, they could just berate you for it and take it back from you, or even not do anything about it at all, though if you keep doing it repeatedly, I'd say it should still reduce their disposition or maybe even make them report it. Obviously, serious crimes like murder or assault should still be reported.

I would also say that guards should respond better to suspicious things like finding a body on the ground or seeing you sneaking around, if they find bodies on the ground, they should get suspicious and start to look around for the killer, and they shouldn't react like this to people they killed themselves. It was kind of absurd in Oblivion when NPCs would kneel behind bodies killed by them and say "The body is still warm, the killer must be nearby." I guess Imperial guards have a very bad short-term memory. And if they see you sneaking around, they should start to watch you and maybe follow you around. When you get down to it, someone sneaking around WOULD look kind of suspicious.

The idea of a regional bounty system does sound like it would have some potential, especially if combined with a system that allows your bounty to reduce over time if you can avoid the guards for long enough, this way, aside from turning yourself in or having the Thieves Guild take care of it. You could have a third option to deal with your bounty which would be to go to another region and lay low for some time, obviously, the higher your bounty, the longer it should take for it to go away.

Oblivion guards are great. I have no end of fun screwing with them. Like I come to the imperial city with my Cowl on: "Youre the gray fox! You're under arrest for..lots of things!" then removing the cowl and yielding. they stop like it never happend. Even better is if you can remove it after they start charging toward you. Ive never seen a guard look so pissed saying "Is there a problem citizen?!" and then his disposition drops to 21.

Actually, if you get the disposition of local guards up high enough, you can go run to them and they will "take care of things." they even tell you "Come see me if you get into any trouble" Its not as all inclusive as you would like, true, but its is a basis for your designs. I am unsure how this works in scripting but its a good place to start looking.

I hope they create some kind of disguise system. One better than Fallout New Vegas too. Kinda like the Hit Man series.

For instance, wearing masks or face covering hoods or whatever conceals you'r face so even if you commit a crime people won't really know who you are. Or maybe you'r wanted by the law so while in cities you disguise yourself with something so no one sees you'r face.

I always wanted in Oblivion to be able to escape from jail by picking the lock, killing a guard and hiding his body and then sneak out of the city in his uniform. Getting too close to someone, like another guard might make them suspicious though. It would be cool if, at high enough speech levels if you could BS you'r way out of a jam if they question you.
