Stop! You've Broken The Law! (Guard strength, numbers, and p

I wonder what the guards will say this time. "Halt!" or "Halt! You have violated the Law. Pay your crime or serve your sentence". Oh no, now I can't get that song out of my head.

I voted 20+ guards with high respawn because a Big city should have lots of guards. They should be perceptive but not that perceptive. I am tired of commiting a crime and everyone
knows about it. they should be static. How can a guard be level 1 when you are. If you are level one you should never be a guard. They should be very strong in the begining and as
you grow you should be able to take them.

Remember you are the hero, Gurads are not so they shouldn't become stronger as do. I can see maybe an NPC guard or two leveling with you after say level 20, so there is a story
with it.

Thats one thing that I didnt like about Oblivion, was how every guard was like they know all type of perception. I really hated that. Guards in Skyrim should be alert, but they shouldn't know everything that happens.
