Before i started the main questline i decided to do the companions guild quests, the thieves guild quests and the dark brotherhood guild then i was going to do the stormcloaks but when i got the quest to kill an ice wraith i decided to make a start on the main quests. Now im on the part were i need to get General Tullius and Ulfric Stormcloak to go too the peace council. Tullius was no problem but before ulfric would speak to me i need to do the ice wraith quest so i did that now when i come back ulfric wants me to help gulmer but the problem is whenever i try to talk to him it doesnt let me interact with him, when i try to speak to him he just keeps saying " i cant believe you convinced ulfric to the peace council, nothing but a waste of time". Is there a way to fix this? If not then im quitting skyrim, im level 25 and really dont want to go through it all again, so if anybody can help i would be really really grateful.

Try advancing the quest using the console with the setstage command, you will need to look the quest up on the wiki to get the IDs for it.

I ran into this same issue on 360. i saved right before killing the ice wraith, and just reloaded at that save point. I then killed the ice wraith, returned to Winterhold, and spoke to Ulfric. At first open dialogue wouldn't activate, but I continued trying over and over. Finally the option became available to ask him about the peace council. Hope this helps!

P.S. I also read somewhere that you can reload a save just before accepting the quest, but that would have been a long way back in time for me. Now I have a strategy for game saves.
