I was travelling a little northwest of the Erabenimsun Camp when I found three pages of 'History of the Empire' scattered on the ground. When I tried to read them, all they said was "[An unreadable page from 'A Brief History of the Empire.' The volume is unkown.]" typo and all.

Is this a little Easter Egg or part of a quest?

It's part of an Imperial Legion quest, where you have to rescue someone who was at Erabenimsun Camp.
The pages themselves are useless, except they lead you in the right direction to rescue the person.
