Where can I find the Stray Dog?

I have never encountered it in any of my random encounters, are there any spots/areas where its likely to meet this canine companion?

*Stray Dog only, not any other dogs please

I believe he can be found in any of the random encounters... so there are many places he could appear.

I've seen him near the Statue of Azura, and also west of Riften.

I found a stray dog when out in the mountains near Helgen. It was really cool for the RP as I was exploring and was attacked by wolves. Up runs this dog and helps me kill the wolves. Was labled as "stray dog" and somehow it joined my group because it had basic follower options like "wait here" and all that. The dog followed me back to Whiterun but when I loaded my game later it was gone

I then went and got Meeko and pretended it was the same dog that followed me home from helgen.
