Strength stat forever lowered

So I was playing my second character and finishing one of the companion quests.. before heading into the last room, since I am building a character that uses drugs+alcohol, I took bufftats(got addicted) and then I wanted to take some alcohol to buff my strength stat as well( I took the party boy perk, which makes me immune to alcohol addictions and doubles the effect, I also took another perk that would make me 50% less chance to get addicted to chems), while I was taking alcohol, I had vodka and whisky and was wondering if I could stack the stats if I drank both. The result is no( which is understandable).



However, after all the chems/alcohol expire(and I took addictol to get rid of all the addictions, looking at the stat tab in my pipboy, there is no addiction sign in it), I found out that my Strength stat has a (-) and is lowered to 7(when I have 9 points in strength from the beginning of the game), and my int is 3 with (+) sign(originally 1), but I'm not affected by any chem/alcohol anymore and I took off every I was wearing. It seems that when recovering from the chems/alcohol the amount to substract from my special stats has a bug in it (since I have 2 points in party boy and the first bottle I drank was whisky, which normally give you +1 str -1 int, and the second bottle was vodka +2 str -1 int, but I have party boy perk so you double that, it seems that somehow it reversed the effect of whisky with -2 int stat and +2 strength when in fact alcohol does not stack, so when alcohol expires, it should not substract the effect from the first bottle but it did). I Wait, I sleep for hours, travel around, and it seems that the effect is permanent( my melee weapon damage was 100 when my strength was 9 unbuffed, and now it is forever 85 with this strange bug), and it seems that it is really doing 85 damage since it really took more swings to kill enemies.



And another problem is when I take chems/alcohol it seems that my melee damage is boosted to a ridiculous amount in the pipboy, like when I'm unbuffed I'm doing 100 damage with gragnok's axe, but if I play for a while and use chems/alcohol over and over, later in the game the damage is boosted to like 500+ in the pipboy(considering +1 strength only gives you 10% boost of your normal melee damage, 100->500 is obviously way too much, with all the chems/alcohol I use I usually get 5+ or 7+ strength, that's only a 50%~70% boost, not 5x).


This makes me not want to play this character at all anymore...this is a bug right? Is there anyway I could fix this? I already saved-exit entire game and re-launched and loaded the game 10 times, still the same effect.



By the way I bought the game through steam and I'm playing on win7 x64 8gb DDR 1600, with graphics card AMD HD7770.
