If you search google for 'how not to get permanently stuck in fallout 4's elevator' you will find an article on TheVerge detailing my exact problem

Basically, I decided to try to save rex from trinity tower in the mission Curtain Call and the first elevator worked fine, killed the mutants but now me and piper are stuck and the elevator up and down are both broken. The guy in the article downloaded a patch and it was fine apparently but he was on ps4 and I'm on steam with v1.30 installed. AFAIK, I'm up to date and still don't know how to proceed. Any information on a work around would be fantastic, otherwise, I just wanted to report this.
