In Skyrim, we will see the same ten races we're familiar with, and no new ones. It's not inconcievable I suppose that in some future Elder Scrolls game, Bethesda might add a new playable race to the list, after all, orcs and Imperials weren't playable until Morrowind, before then, it was just eight races, so there's certainly precedence for adding new playable races, but that isn't happening in Skyrim, and if it ever does happen, it will probably be a race that already exists in the lore but has not actually appeared in any games, at least not as a playable race, that's added, since the Elder Scrolls has a well established canon, and you can't just have never before seen races appear out of nowhere and expect it to make sense, even making an already present non-playable race playable requires some explaining, as you need to tell us why races that were previously hostile, or at least not connected, to normal society are now walking amongst the other races freely, but that's easier to adress than a never before estsblished race just suddenly being there, and I can't think of any known canine races in the Elder Scrolls. If you want to play as a canine of any sort, your only option is werewolves if you can't have mods. At least in the case of Skyrim, if you're not satisfied with the original races, there's not much you can do if you're stuck with a console version, unless somehow we actually get player made mods on the consoles.
