Beyond just dragons, I'd like to see more in the sky. I feel like Beth is scared to touch the sky much since Cliff Racers.
I was playing some Twilight Princess and thought that something like http://zeldawiki.org/images/e/e5/City_in_the_Sky.jpg would add such a wonderful new element of gameplay to TES games. I think such a thing would fit perfectly amongst the more magical races - eg. in Summerset Isles or High Rock. It seems like a nice place to have the more difficult parts of the game, with the added potential of death if you miss your jump. Plus it just looks pretty to see the world below you, as can be seen in parts of Oblivion/Skyrim cutscenes.
This is something that is perfectly possible in the ES universe, as we can see by reading The Infernal City or by looking at the flying ship from Bloodmoon (an interesting concept that could also be utilised), or even the Ministry of Truth.
Perhaps getting to these places could require levitation/flying mounts, or simply teleportation by NPCs/gods/shrines.
I'd like to see a part of the game where I have to use my smarts to get down to that next part of the dungeon without just jumping and dieing, or take advantage of an excess of health for a nice shortcut across the dungeon.
Places like this could also include enemies like Cliff Racers (restriced to just these zones of course, don't want the mass chaos of Morrowind), though I'd like to see new creatures taking these roles, such as a phoenix or a harpy or something completely original.
It could also be nice for more types of dragons in the game. I personally always thought that the eastern dragon was a lot more terrifying than the western one. Mostly because of its unnatural movement. And there's always room for originality here too.
There is much more potential here than my examples, I'm simply asking for something up there.
